INVITATION FOR TENDERS

Construction of Flood Protection Measures in Municipalities

Derventa, Gradiška, Prijedor and Kostajnica

The Bosnia and Herzegovina represented by the Ministry of Finance and Treasury and Republika Srpska represented by the Ministry of Finance of Republika Srpska (both hereinafter referred to as "the Borrower") has received a loan from the European Investment Bank - EIB (hereinafter referred to as "the Bank") - for financing the costs of the Project "Emergency Flood Relief and Prevention - A" (hereinafter referred to as "Project").

This Invitation for Tenders relates to the Contract/s which shall be signed and implemented by JU Vode Srpske (hereinafter referred to as "the Promoter") and refers to the Project Components:

- LOT 1 - 947.1 - Ukrina Riverbank Protection, Municipality Derventa,

- LOT 2 - WA109 - Supplementary Major Cleaning of Sava River Lateral Channels, Municipality Gradiška,

- LOT 3 - WA110 - Supplementary Major Cleaning of Sava River Lateral Channels, Municipality Gradiška,

- LOT 4 - 897 - Parapet Wall Construction at Gomjenica Sana River Junction, Tukovi and 899-West Bank Dyke Sana River Flooding opp. Prijedor Centre, Municipality Prijedor,

- LOT 5 - 900.1 - Miloševica River Drainage & Sewerage Channel to Gomjenica River, Municipality Prijedor,

- LOT 6 - 920 - Upgrading Major Collector Channel, Municipality Kostajnica.

Description of the Contract/s:

The Promoter invites the firms to tender for the Contract/s to be funded from the proceed of the EIB loan. The scope of the Contract/s shall be the procurement of the works for the Immediate Measures 947.1, WA109, WA110, 897, 899, 900.1 and 920 de fined as a part of the Project.

LOT 1 - 947.1 - Ukrina Riverbank Protection, Municipality Derventa,

The Ukrina River that runs through Derventa is partly rehabilitated.

Rehabilitation of the river between two bridges is in poorcondition and results often in flooding of Derventa area.

The aim of this LOT is to carry out measures and rehabilitation works on the river in order to provide effective protection from flooding as follows:

- On the right bank of the river Ukrina and upstream of the first bridge:

- The dyke is low and should be raised.

- The stone slabs on the embankment on the right side are damaged and needs rehabilitation and replacement.

- The sewage is discharged into the river at a low elevation and backflow in sewerage pipes and manholes are frequent during rainy season. Project includes construction of drainage system for rainwater and a new pumping station. The pumping station will be of submerged type. The power of the pumps will be 2 x 98KW. The sewerage system will be 252 m long with an OD of 800 mm.

- On the Left side of the Ukrina River a new dyke will be constructed on the main riverbed.

The dyke will be constructed with a trapezoidal cross section with a slope of 1:2. Average height of the dike will be 1.0 - 2.0 m. The width of the dyke will be 1.2 - 2.0 m at the top and 3.0 - 5.0 m at the bottom. Total length of the new dyke will be 4,198.00 m.

- Close to the bridge at the regional road, conventional rehabilitation can not be implemented due to the lack of working space. For rehabilitation of this section, combination of a prefabricated reinforced concrete retaining wall and a conventional soil dyke will be implemented.

Length of the retaining njall to be constructed on the right side of the Ukrina River will be 725.27 m (from ST 0 + 000.00 to the ST 0 + 725.27) and on the left side will be 332.64 m (from ST 0 + 000.00 to the ST 0 + 323.64).

LOT 2 - WA109 - Supplementary Major Cleaning of Sava River Lateral Channels, Municipality Gradiška

Channels Jurkovica - Jablanica and Jablanica - Topola are part of the hydro-melioration system Liman - Cerovljani. The system covers 98.25 km2 between Jablanica and Sava Rivers, Gradiška-Banja Luka Road and Jurkovica-Jablanica Peripheral Channel. Channels are in poor condition, badly maintained, over grown with grass and full of mud.

The aim of this LOT is to carry out measures and rehabilitation works on the Jurkovica - Jablanica and Jablanica - Topola channels, and to obtain efficient flood protection within the protected area. The length of the channels to be rehabilitated is 22.45 km in total.

LOT 3 - WA110 - Supplementary Major Cleaning of Sava River Lateral Channels, Municipality Gradiška

Channel Osorna - Borna - Ljevčanica, is 26,032 m long, located in Lijevče field. The channel starts from the upstream of the Vrbas River and runs 1.5 km to the Northeast of the Glamočani Village, up to confluence of Osorna Creek at the Krneti Hills. Borna Creek is connected to the channel at the coordinate 17+050.

Channels are in poor condition and badly maintained. At the moment, channel is overgronjn with grass and full of mud. The aim of this LOT is to carry out measures and rehabilitation works on the Osorna - Borna - Ljevčanica Channel, and to obtain efficient flood protection within protected area.

LOT 4 - 897 - Parapet Wall Construction at Gomjenica-Sana River Junction, Tukovi and 899 - West Bank Dyke Sana River Flooding opp. Prijedor Centre, Municipality Prijedor

Left bank of the Sana River is low to protect the settlements from the floods. Therefore, frequent floods cause threats for Tukovi settlement with about 500 houses. The aim of this LOT is rehabilitation of the Sana River bank in order to protect the settlements from the floods. A parapet wall at the top of the river bank will be constructed to prevent the damages in the future. Total length of the parapet njall will be 465.50 m.

LOT 5 - 900.1 - Miloševica River Drainage & Sewerage Channel to Gomjenica River, Municipality Prijedor

The aim of this LOT is to protect the settlement from the flooding and to discharge the water into the Gomjenica River. The length of the main channel to be constructed is 1,700 m. A gate will be installed at the end of the gravity channel.

Two facilities will be constructed:

- Open channel, as part of the old Miloševica River bed, to be used for drainage of the surface water from the settlements Celpak, Toplik, Vrbice and Nova Orlovača with a maximum runoff capacity of 11.6 m3/s.

- 2 main drainage channels (Channel I and Channel II) to be constructed to collect the surface runoff. Total length of the channels will be 1,716 m with a slope of 2.6 m/km, with trapezoidal cross sections and with an average height of 2.5 m and slope of 1:2.

LOT 6 - 920 -Upgrading Major Collector Channel, Municipality Kostajnica

The major collector channel in Kostajnica (the Tavija Brook) needs rehabilitation in order to protect approximately 100 houses and several commercial buildings nearby from flooding. The Tavija Brook will be rehabilitated for the total length of 652 m starting from downstream bridge up to the upstream bridge in Tavija Settlement.

Two components will be constructed:

- Open channel: Rectangular reinforced concrete channel from the station ST 0 + 000.00 ST 0 + 132.15, and ST 0 + 158.67 ST 0 + 652.00; total length L = 625.39 m.

- Closed channel: Rectangular reinforced concrete closed channel from the station ST 0 + 132.15 ST 0 + 158.67; total length L = 36.52 m.

Period of implementation of contract:

It is anticipated that the Contract/s will start in January 2014 with maximum duration of 6 months.

- LOT 1 - from January 2014 to July 2014.

- LOT 2 - from January 2014 to July 2014.

- LOT 3 - from January 2014 to July 2014.

- LOT 4 - from January 2014 to July 2014.

- LOT 5 - from January 2014 to July 2014.

- LOT 6 - from January 2014 to July 2014.

Selection criteria:

The following selection criteria must be satisfied by tenderers to be qualified for the award of the Contract/s.

LOT 1

- Successful experience as main contractor in at least 1 project of a nature and complexity similar to the proposed contract over the last five (5) years, with a value of at least EUR 190,000 that have been successfully and substantially completed.

- Average annual turnover as main contractor (defined as billing for work in progress and completed) over the last three (3) years of minimum EUR 380,000.

- The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and/or other financial means sufficient to meet the construction for a period of three (3) months estimated at not less than EUR 120,000 equivalent taking into account the applicant's commitments to other contracts.

LOT 2

- Successful experience as main contractor in at least 1 projject of a nature and complexity similar to the proposed contract over the last five (5) years, with a value of at least EUR 430,000 that have been successfully and substantially completed.

- Average annual turnover as main contractor (defined as billing for work in progress and completed) over the last three (3) years of minimum EUR 850,000.

- The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and/or other financial means sufficient to meet the construction for a period of three (3) months estimated at not less than EUR 300,000 equivalent taking into account the applicant's commitments to other contracts.

LOT 3

- Successful experience as main contractor in at least 1 project of a nature and complexity similar to the proposed contract over the last five (5) years, with a value of at least EUR 700,000 that have been successfully and substantially completed.

- Average annual turnover as main contractor (defined as billing for work in progress and completed) over the last three (3) years of minimum EUR 1,370,000.

- The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and/or other financial means sufficient to meet the construction for a period of three (3) months estimated at not less than EUR 450,000 equivalent taking into account the applicant's commitments to other contracts.

LOT 4

- Successful experience as main contractor in at least 1 project of a nature and complexity similar to the proposed contract over the last five (5) years, with a value of at least EUR 130,000 that have been successfully and substantially completed.

- Average annual turnover as main contractor (defined as billing for work in progress and completed) over the last three (3) years of minimum EUR 260,000.

- The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and/or other financial means sufficient to meet the construction for a period of three (3) months estimated at not less than EUR 85,000 equivalent taking into account the applicant's commitments to other contracts.

LOT 5

- Successful experience as main contractor in at least 1 project of a nature and complexity similar to the proposed contract over the last five (5) years, with a value of at least EUR 155,000 that have been successfully and substantially completed.

- Average annual turnover as main contractor (defined as billing for work in progress and completed) over the last three (3) years of minimum EUR 300,000.

- The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and/or other financial means sufficient to meet the construction for a period of three (3) months estimated at not less than EUR 100,000 equivalent taking into account the applicant's commitments to other contracts.

LOT 6

- Successful experience as main contractor in at least 1 project of a nature and complexity similar to the proposed contract over the last five (5) years, with a value of at least EUR 100,000 that have been successfully and substantially completed.

- Average annual turnover as main contractor (defined as billing for work in progress and completed) over the last three (3) years of minimum EUR 200,000.

- The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and/or other financial means sufficient to meet the construction for a period of three (3) months estimated at not less than EUR 65,000 equivalent taking into account the applicant's commitments to other contracts.

Combination of LOTs

Tenderers who submit tenders for more than one lot must ful fil cumulative financial criteria for those lots. Successful experience can be proven by one or more references where value of the executed works can not be less than required in the lonjest of the lots for which tenderer is tendering.

Award criteria:

The Contract/s will be awarded to the technically responsive and compliant tender with the lonjest evaluated price.
